You have to know your copyright laws... In most countries it is not illegal to download, but illegal to redistribute for profit.
In fact if you live in Canada, Spain, Panama, or the Netherlands you can download any music as long as it is not sold in that country.
As for Japan... artistic works located in public places can be reproduced freely by photograph, film, etc... which is not very limited and can include PV's/Music videos.
So in fact download music video's and PV's is legal... may not be moral or support the artist, but the PV is just that, a promotion video and nothing more. It is meant to promote something, not meant to make money for someone.
As for the videos.. Got to watch Evolution, LOVE it.
