Well, I wouldn't say she hates japanese culture as she is really inspired by both some traditional and modern aspects of japanese aesthetic on some of her work, a lot more than Utada (that's pretty much is interested in music being it from anywhere), Namie (who is the most americanized person in the business) or Koda (who mix both japanese and international as much as your everyday jpop star would). In the end of the day, Ayu have a good amount of both visual and musical work that uses japanese elements on a way appealing to a international fanbase. And IMO this is the point on having western extras on most of her non dancing pvs: it's an easy way to give it a international feeling.

As far as I know, she elaborates the concept of the videos together with the director, but obviously, as she is dealing with an expert, she knows who's the one knowing the better angles, lights, colors and overall composition. Considering the variety of directors she had over the years, and how most of them indeed used an international cast of extras, unless she were using her dancers, I'm pretty sure the nationality of those people is somethig chosen by herself.
