Exactly. It's actually a really smart marketing move for both will.i.am and 2NE1. If 2NE1 doesn't go over well on his album, then it doesn't really hurt either party because people will just listen to the rest of will's album, and 2NE1 will continue their career in Korea/Japan.
But if they are received really well, then it generates positive publicity for both Will (who would have 'discovered' them for America, so to speak) and 2NE1. Then 2NE1 can release their album over here if there is positive feedback and they do promotional events with Will for the song.
How awesome would it be to see will.i.am and 2NE1 performing their song together at the MTV VMA awards or even the Grammy's? (Baby steps though, of course).
I actually think this is a smarter move than releasing a full english album all at once. Look at how many Asian artists failed by using the same tactic. Utada failed. BoA failed. Se7en failed. Girls Generation failed. And the list only gets longer from there.
It's a waste of money to go through a slew of producers in order to produce a full length english album only to have it completely bomb.

Other good news for 2NE1:
2NE1 was voted the most popular girl group for Singapore's top Korean Artists with 46% of the vote. Girls Generation came in second with 20%, and 4Minute came in third with 13%. Thousands of votes were submitted to this poll, including those from other Asian countries, so this is a huge deal for them.
