They are releasing it as mini-album because a 12 track release is technically an album, no matter how many of them are new and how many are "just" remixes or instrumentals. Back when avex released A as single it was treated like an album as well by Oricon and the RIAJ and releasing it as single was controversial. Be happy they are releasing it as mini album and not full album
