I have no idea who designs the covers, but its not just Ayu or avex, its J-pop in general. Compare the album-art designs (not the photo in itself) with K-Pop! K-pop has a much higher quality in general. Advertising in Japan is a very.. special.. thing.. I wrote an essay on it not long ago; trying to find out why its so different from the rest of the world. This also affects how albums and everything look like. Japanese text work is still in the 90s
