It's not like there's a lot of example. There's only part of me. So I don't think you can say that there's a rule.
The 5 release is a countdown celebration for her 15th anniversary. It just lets the fans to look forward to the big event (or at least what it's supposed to be)
The album covers are nice! What it lacks is creativity that's all. I also miss her olden days creativity with theme covers like duty, I am... a little cosplay would be nice  |

It didn't go from the BEST album to single to Album
so you example is wrong.
the only other examples we have is Part of Me, Rainbow, and that other song on A Ballads... those have never been released onto a new album before.
