4 is not bad luck in japan but death. You can read it as "shi", the same for death
9 is also like "suffer" (ku)
In hospital they don't have rooms in 4 and 9 floors (or they don't exist)
If you work in a hotel, NEVER give a Japanese person a room with a 4 or 9
Not exactly bad luck, you know... they don't like numbers in relation with death

I also think 13 is more western, but as Japanese people usually take a lot of western things, maybe they did too for this.
