yes. first you have to pay for tickets (btw you can pay from now till February 21, if you don't pay, the tickets will be gone). and then they name the date when you exchange your receipts to the actual tickets. and only that day you will know your seats.

so I decided to go to Saitama's 2 shows and Yoyogi's 2 shows. I wanted to visit Yokohama Arena too, but unfortunately I just don't have money for those 2 tickets
