If she's been open that she's in NYC, she'll probably expect fan tweets. I don't think it's rude for fans to ask if she'll have time to meet with anyone during her trip there, as long as they don't start getting upset/frustrated/angry at her if she doesn't reply or replies that she's too busy.

If it was a total secret, she'd just fly there and keep it secret. She's more than capable of doing that, and not posting pictures giving away her location.
