Since one person can purchase more than 1 ticket (if the person was a TA member in this case), it would have that person's name on all the tickets. I've bought tickets from the reseller shops with other people's names and it worked just fine. I also sold one of the tickets that I purchased to one of my friends and it was fine as well.
I think AKB has its own way of selling tickets... or whatever. Their fans are scary, so I'm not surprised if they wanna see their ID xD They might also try to buy many tickets and sell them for a LOT of money since they know many people want to see them, so yeah.
