I would take that with a few grains of salt. Both avex and Ayu tend to exaggerate things. "This is the best album I've ever made" or "This is the biggest tour yet" are something we've heard so many times
While I am still hoping that she'll eventually tour other countries as well the only thing that is certain is that the first leg of the tour will cover Japan only and that we don't know whether there will be another one or not.
