Nop, she's an HKT member.
She was the first original HKT to rank. 47th in 2012 and she participated in UZA that year.
Last year she went up to 26th and this year she ended up 11th, so she is in Kokoro no Placard senbatsu (you know, that list you posted in the first post of the thread
).
So it's understandable that she got the center with the huge leap she made this year (Ricchan went from 25th to 16th and that was already amazing), although I'd rather have Paruru-Ricchan, Sayanee-Ricchan or just Ricchan lol
HKT, on the other hand, has now Haruppi as center for their new single, Hikaeme I love you! (while Sakura is 2nd and Sasshi is 3rd):
