I think it's entirely possible considering that Japan is one of the Top 5 music markets in the world, and of all the artists, Ayumi is one of two soloists that make highest selling lists worldwide. The rest are groups.
She currently has two (?) of the highest selling remix albums in world history, three of the most expensive music videos ever made, and has the second largest first week sales for any album ever released in the world (Utada's Distance is #1). And those are just a few. But among all of them, she is the only Japanese solo artist in those categories. I think that, also, she is the second best-selling Japanese singer in the US after Sakamoto Kyu.
EDIT: It's also totally important to keep in mind that CDs and DVDs in Japan are 300-400% higher than they are in the United States. (~$12 for a single, $40 for an album) So, you can effectively think of it as Ayumi received the income of selling over 240 million albums and singles from her 60 million in Japanese sales.
