This security package mail can not be delivered to hotels, work places, post office, organizations. It requires Japanese stamp or full name sign by the actual person himself or by his family. If you are absent it's not possible to pick up your mail at delivery center. So yes, it's a pain in the ass...
While it's impossible to cancel your application once it was submitted, it's possible to make new application, which erases the first one. For example I applied for 2 dates, but then I realized all this security package delivery thing and I made new application for just 1 date, so that I have less chances to win... I plan to make another application for different date through English pre-order site later. I think they meant that you can't apply for exact same dates through both sites simultaneously.
General public lotteries and general public sales receive the worst seats, I wouldn't count on arena seats. These sites are offered after all TeamAyu lotteries.
I'm sure it's possible to participate in a second round of balloting, if you become a new member soon. But I guess you should not panic, resend your application if you applied for several dates and wait for results, maybe you won't win. Try also talking to Celga customer support, maybe they'll agree to not pay in case if you win, it's your membership after all, it shouldn't ruin their reputation.
