Those examples don't really correlate to this tour. The only example you provided that had a tour title announcement before an album title announcement was PREMIUM SHOWCASE ~Feel the love~, but Feel the love was an existing title at that point. Rock'n'Roll Circus, on the other hand, was not. Cirque de Minuit also is not.
POWER of MUSIC and A BEST LIVE don't hold up as examples because both had album releases BEFORE the tours, and even then neither tour was built around a specific album. POWER of MUSIC was a last-minute replacement for the album-specific HOTEL Love songs, and A BEST LIVE was specifically an anniversary tour, NOT a tour for LOVE again.
The ONLY other time we got a NEW/UNIQUE tour title BEFORE the album was released was for Rock'n'Roll Circus. That's really the only example that actually correlates to Cirque de Minuit in terms of release patterns, so it's not a big stretch to say that it's likely the album will be titled something along those lines. Especially since the only time since AT05 she HASN'T named the tour after the album, it's because the tour was an anniversary tour, or some other strange exception, like delaying HOTEL Love songs or doing a "showcase" instead. So far, it doesn't seem like this tour is exceptional by any means... It's not an anniversary tour, it's not a showcase, it's not a delayed tour, it's just a regular tour. And from the looks of it, she's working on her next album right now, so it'll likely just be a tour for the next album... Which points more to the Cirque de Minuit title than it being something arbitrary and unrelated to the album.
I'm not saying we can know with 100% certainty that Cirque de Minuit will be the album title, but that's definitely what the trends point to. I won't really be surprised either way tbh.
