Unfortunately Namie's tickets use ticket board system (
http://tickebo.jp), which sends the ticket as a QR to the user to present at the entrance with his/her phone, so her tickets won't be for sale on any resale store.
There are only two ways of buying her tickets: buying directly at the ticket board website when the general sales open (it's possible to use an international credit card) or closer to the concert date trying to find someone selling tickets on Yahoo Auctions (the seller will have to send you his/her QR code).
The first way is safer because of the whole QR code thing, but I have no idea when are the general sales this year (you'll have to check on her official website, last year they had the dates for the sales on the same page as the concert dates), maybe they already happened, and if they didn't you have to be crazy fast to buy. I managed to get tickets last year basically by keeping an eye on the date and time the tickets would go for sale, and when it got close to the time I kept refreshing the page until they did and bought them as fast as I could. The tickets completely sold out in 6 minutes.
If you buy from someone on Yahoo Auctions, you have to be aware that ticket board only sends the QR code ticket to the buyer quite close to the actual date of the concert. IIRC for Namie's concert last year they send me the code a week before the concert, but for another concert I went that also used ticket board they send the code only on the day before the concert! I was so worried >_< That means that the seller has very little time to put the tickets for sale, and after you buy them you have to make sure the seller will send you the QR code as soon as possible.
Also, at the entrance of the venue you need to present the QR code
on your phone. The ticket is basically and image with the QR code and your seating location, so it's not really a problem to get it into your phone and displaying it on the screen, but they're very strict about it having to be on a phone, they absolutely won't accept that you print it on a piece of paper.
Ticket board sucks, really, but unfortunately that's the system they use for Namie's concert tickets
edit: oh, I forgot, they usually add extra dates for her tours, so even if the general sales for the current dates have already passed, if they add extra dates they'll have to open new general sales for those dates. That's how I got tickets last year, I managed to go on the very last extra date, so it's worth to keep and eye on any new date announcements
