I probably said this before, but the one night I bought my own tickets this year (on the Saturday night, a friend living in Japan bought our tickets) I had row 14 block A, and there were a LOT of white people in blocks A and B. So yeah, I think it's more than a coincidence that all the white fans had similar seats.
(Same thing happened to me when I bought my a-nation ticket in 2012, I got block B, and that was an overseas online lottery pre-order).
Who knows if they'll preference foreign fans this time though, with live houses in Japan you get issued a number on your ticket and that dictates order of entry to the venue (i.e. at 5:30pm they allow numbers 1-10, then 11-20, then 21-30, etc, then at 5:35pm it'll be 50-99, 5:40pm, numbers 100- etc). Foreigners are taller (on average) so we'll be blocking everyone's view if we're at the front
