Concerts outside of Asia are unfortunately only targeting Chinese people who study there/people of Chinese descent. Marketing is mostly done by fanclubs and the organizer's Weibo/Facebook, and in Chinese only.
Jolin spoke only in Chinese because they were not expecting non-Chinese speaking people at all...
I got a feedback from someone who went on the first day about this:

The same thing happened at her London concert back in 2012, she only spoke in Mandarin.

The video you're referring to has been uploaded a few months ago on her YouTube channel.

The 3rd story was about a girl in a wheelchair, but it got deleted from her YouTube channel (maybe on the girl's/the girl's family request?).

By the way, can you please confirm the setlist I posted? It's very hard to get accurate setlists when she's touring outside of Asia
