It's not poor CD sales, the reason in Korea is population and the size of the music industry there. The populations of South Korea and Japan are WAAAAAY different. Japan has over 100 million people, S.K. has 48 million. Japan has the world's 2nd biggest music industry, it can't compare to S.Korea's.
You're numbers are off *mines were off too, but closer*, the highest selling album last year in Korea was 600,000 copies by Kim Gun Mo.
Like anything else, in Korea, as well as people in any other country, people will most likely buy and support their local national artists. This happens in Japan as well, with exceptions.
The article is talking about how Hyori only sold 150,000 copies of her album, and still got most of the daesangs. This does not mean it's because of poor cd sales, it just means that the daesangs, and other korean music awards, were more like a popularity contests than actual judges of talent. The K-Grammys were made to give talented artists, who might not be as popular as Hyori, what they deserved.
