You can apply for tickets if you completed registration by May 23, 2017 23:59 and have valid membership after June 2017.

outside Japan)
You can apply for tickets if you completed registration before 28th May 2017 23:59 and have valid membership after June 2017.
You can apply for tickets if your registered address is outside Japan as of Thursday June 1st, 2017.
