I’d say common sense and being aware of your surrounding is the key
I was at the Cirque de Minuit concert at Yoyogi back in 2015. I had my seat on the second row from the stage, and EVERYONE was screaming AND singing almost all the time (of course not in the ballad section, except wording out or quietly singing, but that just fits the mood). Even Japanese people. In my opinion it depends completely on your seating location and how the people around you are acting. You kinda get the general vibe of things when you’re there, and go with the flow
