While I agree to a point, this is not always true. There are other reasons to get boob jobs. Women who are flat in large part often do it to make themselves feel good because they either can't find clothes that fit or clothes just don't look as good on them. Women who have lost their breasts get implants for obvious reasons. Even women with large breasts get boob jobs due to discomfort and physical pain. So -- yeah, I just don't think a blanket statement like that is appropriate.
In terms of Ayu, she has always had a bit more in the chest area than the average J-Pop star. I go back and forth as to whether she's had implants because there are a few other elements at play here like the fact that she is wearing more revealing costumes and bras that accentuate her breasts more than she used to. She also just has more meat on her in general, which definitely make your breasts larger as well.
If they are fake, kudos to the doctor because they look very natural.

Japanese sizes are different. G cup in Japan is like D or maybe DD cup here.
