Yeah. There is a public lottery and you can use Lawson stores to apply and purchase tickets. You can also use resellers and now days they even sell them at the halls/arenas often. Also, sometimes, there’s people selling their tickets in front of the venue.
When it comes to the lottery, TA gives you better chances of getting great seats.
