The situations with Kumi and Kylie Minogue isn't quite the same. Kumi is still with her original label, that despite its financial issues is still stable. Kylie is technically an independent artist these days and no longer with Universal music.
Her arrangement with BMG is designed to give the artist more power, but with certain safety nets and budget constraints in place. My guess is Kylie and the folks at BMG weren't willing to roll the dice on potential losses if the Blu-ray didn't sell. Avex being one of the power labels in Japan has more financial wiggle room with a veteran like Kumi.
The only way avex would pull the plug on any format is if a certain sales expectation wasn't met. The fact that avex has given no indication of dropping the blu ray format makes it clear that they are mostly satisfied with the result.
