I guess it's because of the hairstyle and eye makeup but honestly I don't see it either...
She kind of is more of a Paris Hilton/Nicole Ritchie blend though if she did look like anyone.

Headset mic was always an indicator of possibly lipping things partially until she actually flubs words. I think for that Moments she was trying to be very serious and 'poised' which resulted in some of the weird facial expressions. Has she really lipsynched for Kouhaku? I recall it is pretty rare for acts to not actually sing and if they did it was -really- obvious they were using a track of sorts.
