yes, it is pretty much normal by now that the infos aren't out that long before the release. Promo does not start until 1 - 2 weeks prior. The tracklist would also only be out on her website. Non others than fans are checking those out.
The time frame beacame much shorter and its not like any of the casual listeners is waiting for the info. People nowdays wanna see the info and get it right away. They won't be like "oh thats neat, I will get this in a month from now." It does not work that way and I doubt any kind of promo too far away from the actual date will do any benefits to Ayumis sales.
It's not only in her case. Almost all Japanese artist have a shorter span between the announcement and the information reveal. I also have to admit that i totally forget about stuff that is released too far in advance myself (aimers current album for example).
+ the promo does not happen BEFORE the release but during/after anyways.
