Tickets aren’t currently on sale for Act 3 of the tour and it’s not clear if they will be made available again — there were already two rounds of sales for the fanclub and the LINE lottery ended on Oct 31st. If you want to buy something right now then your only option is to find a ticket available for resale.
Your friend who wants to go to CDL is in luck as tickets for both dates are still available through mu-mo ticket. This is the link:

In both cases, whether you’re buying through a resale site or directly from mu-mo ticket, you need to have an AnyPASS account set up first and to do so must download the app, as this is how you’ll receive your ticket which you’ll obviously need to scan to get into the venue.
If you don’t speak Japanese I can’t in good conscience recommend you try navigating the resale process yourself; I would reach out to a proxy like

The move to digital tickets has made the resale process a lot more difficult for foreigners to navigate, but your friend can probably purchase directly from mu-mo without a middleman. Be aware that those tickets are first come first serve so once mu-mo sells out, they’re gone, and the only remaining option would be resale.
