According to the article in SANSPO, the decision was to face her fans, her countdown, and her tour with full-on determination.

According to YOMIURI and someone with ties to Ms. Hamasaki, there was also the idea that when she received three awards, she was struck by how precious receiving the awards was. She realized that now, she has new goals in mind. Moreover, she will not enter into any of the usual awards for consideration. She will probably not enter into any anymore. So it said.
