Both are speculation. Right now, the most "accepted" theory is that Santa was actually her father whom she has never seen (in reality) It could also have been her boyfriend, Tomoya Nagase, but the Father one just fits and is really touching. (Y'know, because on Christmas, the family gets together for celebration...)
