The symbolism behind it can be several different things. It could mean Thalia loves her body, or like what you said. But when a person sees something like that, or like Ayu on the cover of LOVEppears, their first reaction isn't going to be "OMFG AYU'S PARTIALLY NAKED BECAUSE OF SO-AND-SO!" or "OMFG THALIAS TOUCHING HER OWN BOOB SO SHES REPRESENTING SO-AND-SO!" The first reaction to something like that in most people is "omg why is she touching herself there" or "she's showing off a little too much."
For people to grasp hidden meanings so quickly is putting a very high expectation on them. Because humans are fallible, all people won't see the symbolism. So to criticize people for not doing this is a little... inane.
My first reaction was "woah wtf? she shouldnt be doing that."
