Western artists usually work like this:

Single 1 (with a popular song from the album) (albumcut)
Single 2 (with a popular song from the album) (albumcut)
Like when I am... was released, it had a new song called Daybreak. But after the album, they also created a single with it. An album cut... "you make me want to be a man" by utada hikaru is also a good recent example. A hey! She IS a western artist now, so maybe that's why she's releasing it as a single after an album =)
I prefer the 1st way of releasing =) hate singles with no new songs =)
Also. Uptempo songs usually get more expensive and better PVs. Compare STEP you, alterna, fairyland, Real me, My name's WOMEN with HEAVEN, Carols, Walking proud and Moments...... well there are exeptions... with all that CGI, I think Forgiveness was really expensive.
