There's a shop in HK where you just preorder it early but have to pay a little extra. I don't think its illegal or anything because if it was, they would've been caught already especially since the shop is known to do that. I go to Yokohama at Mongkok's Sino Centre's basement level in the summer and I have pre-ordered CDs like that before. *shrugs* So for those in HK, try there.
