I agree, the cover is too crowded.
Well, Startin' is Startin', so I can understand her using that costume for the performance. In tours, she wears the same outfit.
And with Kohaku, Kohaku and CDL05~06 are within hours from eachother. It was probably easier to just keep that outfit for that song.
And most of the outfits are not the same, they just appear that way. It's quite common for an artist promoting their song or video to wear the outfits associated with that song or video.
