I agree with SunshineSlayer, this is how it works in Japan. She is a product of avex, but she probably has the most independence in her career than other idol singers in Japan. (ie: at the end of concert dvd, it says 'visualised by ayumi hamasaki')

To be fair to BoA, she is getting her independence as she gets older. I wouldn't expect a 13-17 year old to make that many decisions in her career (the only exception I can think of is Hikki). But she's getting that control in her career as she gets older.
edit: And, I think he got his writing part confused, I think it's supposed to be songs, not lyrics.
