Well, in the previous line, she was talking about how people can't wear glass shoes in this age because they are too fragile. But then in the next line, I think she is saying that if she can find the perfect pair of glass shoes that fit just right, then no one or nothing in this age will be able to stop her from dancing in them. That's how I interpreted that line.
Also, about "moshika shite", I see that phrase as a fancy way of saying "if." And in English a fancy way to say "if" is "per chance." "Per chance" also sounds like the language you would read in a fairytale.
