let me give you an example, a chinese star called Fan Bingbing, she belongs to a taiwan company, and they anounced that her debut album sells 30k. and their held a celebration! but the reporters questioned that, did your sale really reach that figure?? after a long-term questioning, she recognized that "maybe it's a little exaggeration".
Well, anyway, the reporters did knew right? So I guess, if that's the case, we can hear something.

Plus, everybody knows how messy China market is, we don't doubt that. Everything in China is ilegal...

And there's no institution to count sales, but they always know how much it shipped and the certifications and 2 million copies sold are shipped not sold to people. Anyway, if the record company said it sold 2 million copies, I won't doubt, unless there's an article or something... because by now that's the only information we have.

It doesn't matter. Certifications are for shipped copies, not copies sold. And it isn't difficult to track shipped copies, you don't need a company like Billboard or Oricon to do it.
