Avex HK/Asia/Taiwan/China probably account for maybe 90-95% of the overseas sales? The rest would be SM (Korea), and other markets like Indonesia (since they have Indonesian Versions). So avex probably does have a good idea of how many copies are sold. Plus, I think companies like SM might report numbers to avex so that they know how well the singles/albums are doing.

i.e.: Let's take Matsutoya Yuming for example. Oricon wrote 31 years beside it. That means from 1975-2006 (31 years) she had at least 1 top 10 album to chart each year for 31 years. (And yes, I know that Yuming might not have had a top 10 album between those years, but it's just an example)
