What happened to some people was that they pre-ordered the Secret CD+poster or CD/DVD+poster before the price was raised, and after it was raised their price stayed the same.
The reason the price was raised was that from the beginning the album was supposed to be a mini album, which is cheaper than a full album. But then it was changed to a full album, and the stores had to adjust their prices.
If you pre-order now, it will not be cheaper.
