The two persons who ever had
that high sales was Utada and Ayumi, if both of them has dropped this low and the rest of the market is as low as them, we have yet to see how Black Cherry does, it seems that no, no one can.
The only possibility would be if there appears another new artist who has a even huger breakthrough than Ayumi or Utada had back then, but it's hard because CDs is a aged media to release music on. People are much less interested in buying CDs. Back then CDs was the thing to have, it isn't anymore.
