I think it's a matter of knowing when and where exactly is she going to appear on TV - and then go stalking the people at the reception desk at HQ of some specific TV station
Also, there are agencies who do this kind of "audience casting", they just gather random people on demand of the tv shows...
It might be possible they send out info to TA about the appearances so those people know...

And since that person said they were told to space a bit to look more crowded, it means they still could let more people in, just that no more people came, so it's not like there's always crowds and lines to get into the studio when Ayu's recording...
