Because Tattoos are not well received in Japan. They are associated with the Yakuza. Frankly I think it would be fine if she showed it, but Avex might be afraid of it hurting her image too much. Namie is the only pop star I know of that shows her and I think a lot of people in Japan viewed Namie's tattoos as having hurt her image.
