^^It was cancelled because of the whole Earthquake disaster. So she scrapped the idea, only to renew it for this upcoming 2012 tour.
As for the new album and touring for that, we don't know anything yet.
If she does release an album soon, I don't see why she can't just do a mix of songs including stuff from the new album.
