Just PM'ing to say that you're interested and meet the outlined requirements is enough. If you want to say why you think you'd fit the role, that's a plus for us - anything that helps the moderator team get to know you and make a decision.  Mostly your past posts will speak for you, which is why we haven't included a formal application form.
