It was designed by someone at rice-momoya, probably art director Shinichi Hara or someone working under him.

For the question When?
well, I noticed the first time the A appears is in "A" single (11.08.1999). The first A is different: ![]() but... if you look well, the last side of the "A" is the actual symbol. ![]() edited: ![]() (like if you put the last side in a mirror -> hope I explain well hahah sorry. the pic is from the "A" booklet.) anyway, in the single "appears" (10.11.1999) the symbol A appeared in the actual format (idem like the LOVEppears album who was released in the same date). ![]() PD: thanks to eneabba for this image.

Another random note about "designers"....
It seems to me that the team [RICE MOMOYA] who worked on Ayu's design side of things... isn't working with her anymore? We'll have to see with Rock'n'Roll Circus, but both You were... and TeamAyu magazine 34 had different art directors/companies behind them than the usual Shinichi Hara + etc....

Yeah, it looks like they're going with amana now, which is a larger company. The new stuff is quite a bit better... While "You were/BALLAD" doesn't take any real risks or do anything INCREDIBLY interesting, it's a heck of alot better than the wet-noodle poses momoya used, and at least the folks at amana know proper text placement, rule of thirds, and other basics. After how ugly "Sunrise/Sunset" was, it would not shock me to hear that ayu's people canned the guys at momoya.
