It appears to be some sort of ornate circlet.
I actually just ran across this term for the first time today after seeing this thread like a week ago, then I'm like "HEYY That kinda looks like what they were talking about!" x3

Some sort of swarovski headpiece/circlet. You could even use a large, swarovski choker and use it for the hair. Most necklaces are actually very wearable for the hair.
