This isn't really believable, but seeing as how "made" means until, maybe it's the final date you can purchase the product? Or maybe the final date of production?
Judging by the CD scans at Divine Ayu, Daybreak was the last single with the "made" date, since the MY STORY era singles don't have it. The RAINBOW era singles are all OS versions, so maybe Japanese versions of those singles have it too.

Great question! ^^ I awonder about it, too... I also thought it has something to do with production, but the date usually is close to the release-date, so that wouldn't make much sense, would it?
By the way, nice observation criminal! ^^ And as "Memorial address" was the last album that had the "made" date written on it, I assume that all releases before it, had that, too. That would mean the RAINBOW-singles, too.
