I think you're thinking that people thought of aiko in a bathing suit, but that's not the case. aiko was voted #1 for different reasons. The sexy bathing suit comment was just from one of the people who voted for Kumi.

I think part of why Aisho is so hot is because of her image in the PV and in the performances. I mean, long black hair + hooker-wear-gone-traditional = . Not to completely discard the fact that it's one of the best songs she's recorded.
