The card-concept has been around since the CDL era, no? It's not new, but, yes, I agree that it's a bad decision. A remix and a making-of would have been able to compensate for the lack of...awesomeness...the CD-DVD tracklists have.

Yup the card system is nothing new, but the idea not to give the ones that order the complete thing(2CD+DVD) the remix is stupid imo

Yes, I am pretty sure it will count towards Oricon. The only things that probably won't count towards it is if you buy it secondhand on eBay or at a shop that normally sells Chinese CDs but also sells Japanese ones in HK or Taiwan.
