Usually you have to become a member by a certain date before the awards to be elegible to vote. My guess is that the membership fees are steep to prevent any Joe Blow from being able to vote, though I don't know how much it costs.

As for nominees, I believe they have a review panel to pick them in the first place, and it's usually the norm for such awards that people who submit their work for consideration have to pay a fee. Usually around awards time you'll also see people put in advertisements in industry magazines to get people to vote for them or for people to nominate them.

Awards shows like the Screen Actors Guild and other Guilds (writers, directors, etc) awards are exclusive to the industry because you have to be a member to participate and the only way you can be is if your resume backs it up and if you pay union dues, because basically that's what the guilds are unions that provide things like health insurance etc. in an industry where employment doesn't necessarily get you those type of things. I know from my training in acting and experience with people who are professional actors it takes a bit of work to get a guild card.

The Academy Awards - Nickname "Oscars" - Awards for Movies. Return of the King won 11.

Japanese grammy type thing is the Golden Disk Award, though they may not work the exact same way as the American awards.
