But why can't there be? Yes there's no physical CD case but there can be a representative picture of the song AKA cover.

Even those its a digital single it's better then last year (2 singles then album.. while this year is 2 single + 1 digital single then an album). Hope together when is a good song!

*Maybe* people will be able to buy it on iTunes outside of Japan too. Who knows.

Like how Morning Musume. and ayaka (her pv) can be downloaded in other countries too.
